Truckee River Agency Inventory: Federal Agency List and Function
The Truckee River falls in the jurisdiction of dozens of agencies of the
local, state and federal governments. Unfortunately, each agencies deals
with its own specific area of authority and expertise. Yet, no single agency
or group takes responsibility for the overall health and survival of the
Truckee River. Just a quick look here at all the agencies involved on the
Truckee River shows the overlapping and interlocking jurisdictional reality
on the Truckee. Are the layers of oversite beneficial to protect the river?
Or does the lack of coordination for the river lead to piecemeal loss of
the river's habitat and natural function?
Certain agencies, such as the Natural Resources Conservation Service,
work exclusively with private partners (usually land owners or conservation
districts) to effectively channelize rivers with rock rip-rap projects
and other structural changes without any public review. However, these
changes occur piecemeal and no overall thought to the river is ever given.
This is just one example of how a single agencies pursues its own purpose,
supporting private land owners along rivers and streams, without considering
the natural function or importance of flood plains, river channels or acquatic
species.
